Former Benton County Judge Robert Dale Clinard was arrested Tuesday on suspicion of drunk driving, according to an edited police report sent to 40/29 News by Keith Foster, public information officer for the Rogers Police Department.

Clinard was stopped while driving in the parking lot of the Malco Rogers Towne Cinema, according to the report. His vehicle had just been reported as being in a crash in that parking lot.

Clinard had trouble rolling down his SUV's window, so the officer opened the passenger door to speak with him. The officer wrote in the report that he smelled intoxicating beverages.

Clinard said he hadn't been in a collision and used an obscenity to describe the allegations.

The officer wrote that Clinard's speech was slurred, his eyes were bloodshot, and he appeared to have urinated in his clothes. Clinard told the officer he had two beers that morning.

The officer ordered Clinard out of his vehicle, and he had trouble standing and walking, according to the report.

The officer arrested Clinard and brought him to jail. An Intoximeter showed there was a blood alcohol content of 0.297. Arkansas' limit is .08.

Clinard was cited with driving while intoxicated - third offense. He was held until sober and then released on a written promise to appear.

A third offense can lead to a person's driver license being suspended for 30 months, according to the Arkansas Department of Finance and Administration website.

They also must complete a treatment program and attend a victim impact class, among other requirements.

In August 2014, Clinard was arrested on charges of public intoxication at the city's Frisco Festival. He was county judge at the time.

Clinard underwent heart surgery the next morning. A blood-alcohol test was not taken, and charges were dropped.

After serving three terms as Benton County Judge, Clinard lost the Republican Primary in 2016 to eventual general election winner Barry Moehring.

Clinard was arrested on a charge of DUI at the Carroll County Fairgrounds after a multiple vehicle wreck on July 4, 2018.
